Commenting on the Conservatives’ proposals concerning voting on English legislation, Liberal Democrat Shadow Solicitor General, David Howarth said:
"This is a feeble non-solution to a problem best addressed by more fundamental change to our unfair electoral system.
"Ken Clarke’s proposals do not provide a solution to the problem and perhaps are not meant to."
