BIOGRAPHY

Professor Bill Winlow strongly believes in open, devolved government to ensure that local services are under local control to support the Fylde’s communities and vulnerable people.  There should be adequate educational facilities for young people and good healthcare and social provision for all, especially the elderly.  As a biologist, he emphasises the need to place environmental issues at the core of government decision-making.

Between 1986 and 1999 Bill represented the residents of Moortown Ward, Leeds as a Liberal Democrat Councillor before a career move saw him come to live in the Fylde. During his 13 years as a Leeds City Councillor Bill served for six years as Leader of the Liberal Democrat Group, for the last three of which he was Leader of the Opposition.

Bill holds degrees from the Universities of Newcastle upon Tyne and St. Andrews.  He taught medical, dental and science students for 22 years at the University of Leeds before he and his wife moved to Newton with Scales, in the heart of the Fylde constituency.  After taking early retirement from the University of Central Lancashire in Preston, Bill now works as a Principal Medical Writer in the for a medical communications agency and holds an Honorary Fellowship at Liverpool University.
